Change Collective KY is a parent-led civic effort where families can share what happened in their own words and use those experiences for accountability.

WHY THIS EXISTS
Families are often asked to share their experiences
inside the same systems making decisions about their lives.
That means:
experiences are filtered
records don't always reflect what happened
patterns across families stay hidden
Over time, this shapes what gets seen as "normal" and whose experiences are taken seriously.
In 2025, there were 143,764 reports made to Kentucky's child abuse hotline. Of the cases investigated, about 84% did not result in a finding of abuse or neglect.
That gap between suspicion and reality is where many family experiences live, and where those experiences are not always fully heard.
There should be another option.

A place built for families. By families.
Change Collective KY is an independent, parent-led accountability effort.
This work captures structured community experience data to identify patterns across systems and strengthen system responsiveness alongside existing data sources.
It is a space where families can share their experiences in their own words, on their own terms.
Not part of any agency.
Not a complaint system.
You choose what to share.
That creates space for honesty, protection, and clarity.
HOW THIS WORKS
We focus on three things:
Protection
Families have a way to share experiences safely, without public exposure.
Patterns
When experiences are collected in a structured way, patterns across systems can be identified and tracked over time.
Public accountability
Patterns are turned into reports, materials, and information that can push for change.
OUR GOAL
Families should not be left with less information, less clarity, and less power than the systems making decisions about their lives.
OUR VISION
A future where ALL families have the tools, protection, and proof they need to be heard.
